A deep studying of cultural and educational traditions of Russian regions, the appeal to the rich pedagogical heritage of past generations are one of the priority lines of scientific search and are one of conditions of modernization of public education. In the article on the basis of the analysis of versatile historical and pedagogical sources questions of providing educational institutions of Irkutsk by the qualified teachers during the pre-revolutionary period are considered. The examples illustrating acuteness of the problem are given. This problem existed for several decades. The educational administration of the Irkutsk province and administration of schools undertook different measures to solve a problem of understaffing. It was allowed to teachers of state schools to work in several educational institutions. Officials and specialists with the higher technical education could teach at schools. Graduates from metropolitan universities and teachers from other Russian territories were invited to work in the region. The pedagogical community of Irkutsk at the beginning of the 20th century made considerable efforts to increase the level of the general education, qualification and professional skill of teacher's personnel. Short-term summer courses were the most ordered form of professional development for teachers. The author reflected specifics of contents of educational programs for teachers of municipal and parish schools, told about the organization of informative leisure of listeners.
